i have 2 questions:
How i can reduce my ping in the server 1.0 meatbot?
Where i can download the files for the 1.3 server meatbot?

many factors could help reducing ping, starting from your internet connection, a good bandwidth, a good line quality and if you have a wireless connection a less network users and good coverage would help along with the previous factors, but the main factor is the game server location, the closer one the less ping you may have.

Also to add - another admin that rents servers from our Europe box had setup his map downloads URL back to the box instead of hosting it on a website (For example, we host ours at kingbot).

This should be fixed within the day and hopefully it improves connection to the Europe servers.
