I suggest to add a super admin which does not need any demp to bann a hacker. The decision might get canceld if 3 others admins voted no using their veto right if they had one.

hi satour , demo is only needed for proof, thats because if banned player came back to forum for unban request then the admin who ban him will show proof that he was cheating , not every ban need a demo.
it has happened in past when some admin banned a good player , demo is for proof if some player say he wont cheat and says unban him ,showing demo so he wont get unban.

when many players are witnesses there is no need for proof i think
