Map skipping or time limit

Sometimes in custom maps server or all we servers some boring maps are being starting when we have only less than 4 players then we have to play 300 score to win. But it impossible sometimes players has been disconnected to other servers.
If we can introduce time limit for each match it would be great Or map skipping command like !skip then we can vote for a new map. This !skip command enable their should be only specialized players can use it. If there are so many players always try to skip that would be agreeableness. So there should be time limit or that kind of command for these none bots servers.
