Given that on 1.0 you cannot download from redirect mirrors, you are limited by a 15kbyte/s transfer. Users do not like to wait, so anything over 1mbyte is "very big". It would have to be damn good maps to require 2+ mbyte each.

maybe you could host the big map on the server forum and propose http download without speed limit
