Regarding Admin muting

I have a question, but first let me describe the incident.
There was a conversation first and I also was involved .
And admin mayiaa has consider it hate speech, regarding from my side it didn't come from my point of view.
And mayiaa told everyone to shut up and play, even the hate speech subject had long gone + Calling us all noobs, he meant everyone...
I came also in a discussion and called name by another player and called him the same.
The funny thing is that mayiaa only muted me.
And he has muted on other parts of games other's just because of a conversation witch was not even offensive or other things.
So I would like to ask doe's he have the right to mute everyone just because he wants it ?
